Speeding is an odd thing. Some say it is safer to move 'with pace' and others say it is better to travel slowly. It is all pretty subjective really. Without question, my view is that all drivers should adhere to 20, 30 and 40 speed limits and that these limits should be applied where lives can be saved.

The real crime is bad and dangerous driving.
