Hi OwenS : I think it's one of the (many, many !!) forms of Prunus - flowering cherry. It's obviously a pink variety and doesn't look like a pendulous type.
But there are hundreds of types so arriving exactly at the name of the variety is a thankless task
They are normally spring-flowering so it's ready to burst into blossom at a moment's notice .
